The following information is wrong/spurious/misleading/missing. Fix it immediately!

In place of downloaded PrtgAPI.zip, I get this message
{"message":"Artifact not found or access denied."}

Appveyor only keeps artifacts for 30 days, which causes issues when PrtgAPI is not updated frequently.

I will update the wiki to make this clearer; When a pre-release version is not required, you can always download the latest release manually from the release page
