[Flang] Fortran / OpenMP conformance page

I think that flang should have a status page vis-à-vis its implementation status of the various Fortran Standards.

For comparison, the following pages fulfill similar roles in LLVM (often linked with in-progress PRs) resp. for gfortran:

• clang has a page for C & C++ standards
• libcxx has various pages for the C++ standards
• there's an OpenMP status page (this might need to be shared or duplicated between clang & flang?)
• gfortran also has such a page

I'm aware of the OpenMP status sheet and the Community Call Notes - I don't think they are an adequate replacement for a more stream-lined public status page.

PS. I already asked this a long time ago, hope it's now more feasible. ;-)
