Add a new validate_strict parameter to PydanticInitPlugin, which will be passed as the value of the strict parameter of Pydantic's BaseModel.model_validate.

app = Litestar(
    plugins=[PydanticInitPlugin(validate_strict=True)]
)

Closes #3572.
