Azure App Service: Attempt to connect to Node timed out

When I try to run the TypeScript transpiler on Azure App Services (Web App), I get the exception below (found in AppInsights). Everything works fine on my local machine. Are Azure Web Apps supported at all? Did I just screw up some setting at the Azure App Service level?
