I notice there's several commits to this project since the last release in 2013 (2.2.0).

Are there any plans to make a new release? Is help needed to set up the next release?

Abandoned? No, it's just community supported. Feel free to contribute features and additions you would like to see implemented.

Hello, who merges pull requests - once approved and reviewed - into the master branch? Indeed, I understand that fann is community supported, but to joshrabinowitz point, it seems that past pull requests somehow didn't get committed /got stuck. If someone could bring clarity on process ownership into the master branch, that would be marvelous.

I think it's more that the contributors don't have much time. I think Steffen (the creator) hasn't been active for some time and Anders said that he won't longer have time for fann. I don't have much time too except maybe doing some basic reviews and merging stuff and @troiganto has been busy too looks like from his last comment.

Also from the look on PR's there is not much that is ready to be merged. Most of them are quite old and some of them still needs some work.

Thanks bukka for your reply ; I understand the situation and it is true that time is scarce. As PR's are time consuming to review & merge from the contributors' side, and also for those who propose them, it is important for those who propose them to get reassured that the time investment will not be vain.
From your reply, and from Troiganto's last comment, I currently understand that small PR's requiring basic reviews would be OK for now, but that non-basic/more complex PR's requiring subsequent review time would have to wait for troiganto's availability. -> have I more or less correctly understood your reply?

Yeah more or less like you say. I can't really promise reviewing bigger pieces as it all depends if I have some time which might take a bit. But small PR's should be fine.
