Although the subject is the comet, I'd assume here there is not quantified object

Comet C/2013 A1 (Siding Spring) will have a close encounter with Mars on <measure type="value">Oc-tober 19, 2014</measure>.

We could say close encounter happens on the measured value, I fear might leads us to too complex cases..

After some thinking I've changed to:
Comet C/2013 A1 (Siding Spring) will have a <quantifiedObject id="182e73b4-e7fe-4a79-aebd-ccc479866a34">close encounter</quantifiedObject> with Mars on <measure type="value" ptr="#182e73b4-e7fe-4a79-aebd-ccc479866a34">Oc-tober 19, 2014</measure>.
