Translate config/_default/*.toml on Crowdin

As part of the user interface, strings in config/_default/languages.*.toml and config/_default/menu.*.toml should be maintained on Crowdin, so the translations can be improved by contributors there.

For example, changes to config/_default/languages.en.toml in #1212 and #1603 have not been reflected in translations. I’m sure there are other improvements that can be made.

@b9a1 sorry for the late answer. I agree that config/_default/menu.*.toml and config/_default/languages.en.toml should be maintained through Crowdin. I have added both there now: https://crowdin.com/project/lets-encrypt-website/sources/files

and I have prefilled them with the existing translations. Hopefully this will make their updates easier.
