Extracting Tarball Download file on window requires 7-zip and two extraction steps #41

I was following the instructions here to download the command line interface. I was ultimately successful, but I ran into two confusing issues:

The default extraction ran into "error 0x80070522: A required privilege is not held by the client" because of a .symlink file. I ended up downloading 7-zip which ran into the same issues but was able to complete the process.
After extracting the tarball with 7-zip, I opened up the new folder, which contained another tarball which needed to be extracted again.

Are these bugs in how the tarball was archived?
