List Items have value protection

I'm using List Items to create a number of Taxonomy options. A user will have checkboxes for each of these different options. Changing the value could completely screw up the relationships. It would be nice if there was some protection against value changes e.g.:

• Values cannot be changed are creation
• Values have a level of discouragement for changes through the UI (e.g. editing an alias on a property by clicking the lock icon)
• Only possible by a user with access to the Settings section.
