Describe the bug
Sometimes, relayed p2p peers would fail with the following error:

Crucially, the existing relay finder still works (judging by incoming requests). As i understand, p2pd shouldn't have tried to start another one.

To Reproduce
The error randomly pops up if you run a server with relays for a long time
