Building of alpine-with-test-tooling VM image failing and causing publish to fail as a result #1336

The alpine-with-test-tooling VM image is failing to build since the 6th of December with the following:

 > Attaching image /home/prow/go/src/github.com/kubevirt/kubevirtci/cluster-provision/images/vm-image-builder/alpine-cloud-init/build/customized-image.qcow2 as a NBD device
qemu-nbd: Failed to bind socket to /var/lock/qemu-nbd-nbd15: No such file or directory

This issue is causing the main publish job to fail and block delivery to kubevirt/kubevirt

The alpine container disk build is failing and cuasing the publish job
to not complete successfully[1]

Disable this until issue with the build is resolved
