What is the problem, where is it and why is it an issue?

When

  1. creating a UC, in set initial nodes
  2. editing a MD
  3. adding a MD
it's possible to specify the min and max for the cluster-autoscaler (called node autoscaling in the dashboard). However, the max is always above the min, which is very unintuitive. Luckily there's a check whether min < max, so it will only lead to a moment of confusion if filled out wrong, but imho the order should be changed.

Suggest how to fix it, if possible

Place the min above the max setting.
