Move core HaLo logic into independent packages

Moving some of the core code like https://github.com/kong-org/halo-verify-web/blob/master/src/stores/deviceStore.tsx into its own package published on npm will make it much easier for people to build apps that integrate with HaLo chips.

Also helps to standardize best practices and share learnings upstream to a common set of libraries the larger KONG ecosystem can contribute to vs reinventing the wheel
