download cfssl, cfssljson & kubectl

The scripts/setup expects you to have cfssl and cfssljson and kubectl to be installed or be in $PATH.

you can just use scripts/install-tools on your host machine

@surajssd you need to run what @Slach mentioned before running setup, is also part of the docs ... imo it can be closed

Ok now I get it the scripts/setup does run ./scripts/download-tools but does not run install-tools. Which is a kinda weird experience to have IMO.
