Add a basic backend skeletal flask backend, upon which the entire backend will be built upon.

hello @Shashvat6264 , I'm really sorry for the delayed response. So you can go ahead with the issue and send the PR. I assigned the issue to you. After your done, you can just go on and take up another issue or open your own issue which feels necessary. Just don't forget to assign the issue to yourself so that you may start working on them.
