Allow pilots to collect funds exactly as if they were "Not donating" ''up to a certain limit'' (which is adjustable by the commander).
Once they reach that point excess paydays are donated to the commander as if they were "Donating".
So, like, an IC scout can get $250 for an RP when he is probing, and by the time he has flown around dropping probes he's collected enough in payday fractions to get another RP - he doesn't have to bother the comm with another requisition. Nor wait for the comm to notice and approve. And the comm doesn't worry about a newb jumping in with a $3000 corv request when he's trying to approve a $250 rp request.
Or a comm can give a bbr pilot a 500 credit limit and know that he can always bomb on a moment's notice.

As a game option, money could remain in the pilot's account until withdrawn by any investment action by the commander. The share of the total team paydays could be related to the AS ranking of the pilot plus their bounty.
