I believe that the latest version of TOUGH3 (v1.11) has a ROFT block that directly writes flow outputs between two rocks ROCK1 and ROCK2 in a file called ROFT_ROCK1_ROCK2.csv. This file can be read with toughio.read_table() as any history file.
