Too many start timestamps in NEV files #6

The number of start timestamps in nev files should be equal to the number of smr files. This is not the case for some datasets -- there are more start times than expected e.g. ~/Quigley/Feb 04 2017

Need to use the length of smr files to exclude stray timestamps.
