API /register สามารถ Register ด้วย UniqueId ซ้ำได้
WEB ไม่ได้ล๊อค ถ้า กล่อง Unique Id ซ้ำ

Expected: ถ้า UniqueId ซ้ำต้องไม่ให้ Register ได้
