Distribute the following script with your framework/library/... and your users will get a binary "my_framework_tutorial"/"my_framework_tutorial.exe", that will start a notebook with optionally changed templates and static files like your framework/library logo, that already comes with the notebook files, that you distribute with your package.
The script contains further documentation on how to prepare everything and setting setuptools up to create the binary.
