Consider a single requirements.txt file for all Python dependencies #29

Currently, there is one requirements.txt file in the root directory used for MISS_HIT linter and pre-commit, and there is another requirements.txt file in the docs directory for sphinx and related packages.

Seems like these could be structured into a single requirements file in the root directory? Or are there good reasons for keeping these separate?

@Remi-Gau thoughts?
