What's going on with common-lisp-user package while compiling?

For example:

https://github.com/nilesr/jscl-react/blob/master/jscl-react.lisp#L1

The first line of this file is:

(defpackage :common-lisp-user)

There will be no problem while compiling without it, but it will cause runtime error:

Uncaught No package COMMON-LISP-USER

I haven't dug deep enough to find this out, so I posted this question here.

1. In case of anyone knows something and don't mind to share it
2. In case of I find it out, I will post the answer here to help other new-comers
