As a deploy user
I want to know when at least X web workers are up
So that I can turn maintenance off knowing that at least X worker will respond to web requests

As a deploy user
I want to know when all web workers are up
So that I can finish any deploy steps

As a deploy user
I want crashed workers to automatically be restarted when I'm waiting for workers to be brought online
So that I don't have to manually check my application is fully operational.
