Pull in tender documents and details

This is just to keep track of where I'm up to with this.

The EU TED (Tenders Electionic Daily) site publishes details of contracts over a certain value threshold e.g.

This is interesting for two reasons:

• matching existing PFIs to their tender process
• seeing which PFIs are coming down the pipeline

Unfortunately, there doesn't appear to be a clear flag to say which of the tenders are PFIs so there would have to be something clever or something manual.
