[Feature request] Add thresholds settings to not mark build as unstable if report contains failed or broken tests

Problem description

I have 1-2 flaky tests in test framework. I would like to have an opportunity to set amount of broken tests which will not fail the full job.
I want threshold settings the same as in TestNG plugin, for example
