env var templates: add >200ms (regression)

• I have four templated env vars in mise.toml. I noticed the shell prompt was returning slowly. I set MISE_TIMINGS=1, then compared with/without the env vars with templates.
  • with: mise::cli::run hook-env 223.1ms
  • without: mise::cli::run hook-env 11.5ms
• I set MISE_TRACE=1, and it seems that even though the commands should be cached, they are being executed every time. However values also aren't being updated. So I'm not sure.
• Every now and again, it'll take much more than ~250ms — from 1s to 5s.
• This is a regression.
• Related to Cache env vars with slow exec function calls in templating #1261
