Mise v2025.1.0 on Windows can't find Terraform after mise install terraform succeeds

Problem

Mise can't find terraform after installing it on Windows 11 24H2 x64.

• terraform --version => mise ERROR cannot find binary path
• The shim directory ( %LOCALAPPDATA%\mise\shims ) is added to PATH.
• Same thing happens with OpenTofu.

Repro

• Install mise using Scoop with the manifest in this PR, just updated to v2025.1.0: mise: Add Version 2024.12.22 ScoopInstaller/Main#6374
• mise install terraform
• (Might have to restart terminal for the new shim to be detected)
• terraform --version

  mise ERROR cannot find binary path
  mise ERROR Run with --verbose or MISE_VERBOSE=1 for more information
