You may have solved your issue by now but I'll tell you how I solved mine.

I uninstalled Python (I had 2.7.9) and removed my C:\Python27 folder, then installed Python 2.7.15.
You will also have to manually install the m3u8 package. Do it with pip install m3u8.

Did this because of a certificate problem with pip but I think you can just update cfscrape.
