Drawer upgrades do not work on boats #1119

Drawers that store boats are not respecting upgrades.

Max boats per drawer with or without emerald upgrades:

Drawer Size	Boats
1x1	6
2x2	1

If this is intentional, it doesn't make sense because an upgrade should still be worth an upgrade of some kind, even if boats are meant to be nerfed.
