Add comment filtering by organization and individual

Problem Description

It is frustrating when viewing a large list of comments to not be able to filter on the organization or individual submitting the comment.

Possible Workarounds

None

Possible Solutions

Add filter inputs at the top with auto-complete for known orgs/individuals

Additional Context

Sadly, many agencies do not add proper organization or submitter name values, and thus this filter becomes far more difficult. We should probably add a warning when it appears that we do not have that information... not sure what to do after that though.
