When I reached the Trust Debian section of the Raspbian Buster setup article, I wasn't able to add the Debian keys. My console output is below- it also indicates that apt-key is outdated:
$ sudo apt-key adv --keyserver hkp://p80.pool.sks-keyservers.net:80 --recv-keys 04EE7237B7D453EC 648ACFD622F3D138
