Can't do anything after flashed

I flashed my sonoff Mini R2 with the .exe and tasmota-minimal.bin and now I can't access to it
It has created his own wifi "ESP_E12C22", if I connect to it, it have no web interface, I tried to go to 192.168.4.1 but still nothing and I can't see anything with the .exe on my personal wifi or on the sonoff's wifi
I tried to send a http request but don't got any answer, I only know it's not dead because it respond when I ping it on his wifi at 192.168.4.1

Never flash a device with minimal - it isn't a fully operational firmware.
