Add the Vagrant provisioning script to the first VM instance when building Vagrantfile

Some Vagrant boxes require custom provisioning script (Cumulus NVUE, potentially FRR and Linux when we implement #1596). That script is added to every VM instance during the templating process; it might be nice (to the user viewing Vagrantfile) if the script would appear in Vagrantfile only once.
