Low priority: Frozen importlib-metadata makes test & production version of invenio-app-rdm inconsistent

Describe the bug

If you install invenio-app-rdm with and without tests, you'll notice that without tests importlib-metadata 8.x.y is installed,
with tests 7.x.y version is used - so it might be possible that parts of production build might behave differently than in tests.

Steps to Reproduce

Just install invenio-app-rdm with and without tests, run pip freeze and compare output

Expected behavior

The common packages should have the same version
