Admins should be able to:

List all robots
Configure robots (with JSON configuration?) This would enable activation of certain modules in the teleop-frontend.
Add robot types (DeviceType)
Add / remove robots from sites
See all sessions with a robot
Add and manage users
Sell all user's robot sessions
Start sessions between two robots (TTOP)
