Improve "shoot" deletion by ignoring some resources.

internal chart objects can be annotated with this:

   annotations:
     resources.gardener.cloud/ignore: "true" 

or even Ignore

according this: Gardener will ignore that some "resources" during reconcilation that aren't nessesary to update
(and we want to handle only configruations I think)

when we try this it must be carefully tested that the propagation or updates sill works
