Expected Behavior

When a repository is manually removed, the github_actions_repository_oidc_subject_claim_customization_template resource should be remove gracefully without erroring.

Actual Behavior

When a 404 occurs, an error with 404 Not Found [] is displayed instead

Terraform v1.9.8 on darwin_amd64 + provider registry.terraform.io/integrations/github v6.4.0
