Automatically rebuild whole project if new version of Bob is detected

This could be implemented by a simple unique-ish compile-time value (based on __DATE__ and __TIME__ e.g.) which is stored in the output directory.

Or we could store a simple key in .bob/version which contains the semver version number of Bob. If the minor version changes, then we rebuild everything.
