On a path to the safer API

Hey there. It's great to see this initiative to revitalize the project!
Back to business, in some http4s discussions, there was an assumption of possibly depending on this project in the 1.0 series, but one key concern was raised — the presence of throwable API. Speaking of probabilities, is there any chance the API can be reworked in the next major series (5.0) to eliminate exceptions in favour of a typed error hierarchy? If there’s agreement on the roadmap, I could even put a byte of my (pretty limited) energy into it.
