Add default to all setting in options

Currently, we have to list year ids, sex ids, and location ids in the settings--this is kind of annoying for tuning parameters given that we have to scroll up and down. Additionally, it'd be easy to never know if we were missing one from accidentally deleting one or something. I'd propose that we can put the option in the setting as True, and it'll default to taking everything in the dataset.
