iCloudpd shows there are xx photos in --album "Recently Deleted" yet nothing is downloaded #1002

Have seen this from time to time on various accounts.

When downloading from a specific album, icloudpd shows a count of items, but no actual items are listed or downloaded.

Have seen this for the several past versions of icloudpd on Windows.

What situation with iCloud could cause this behavior?
