Release v0.2.1 of IBM Cloud Authentication Plugin for HashiCorp Vault

This is a standalone backend plugin for use with HashiCorp Vault. This plugin allows IBM Cloud user accounts and service IDs to authenticate with Vault.

This release has been tested with Vault 1.9.4.

This release adds two new capabilities:

Support for IBM Cloud IAM and User Management private endpoints
The ability to rotate the IBM Cloud API key used by the plugin

This release has been tested with Vault 1.9.4.
