log filter not work, case: on reinstallFilter() called, if getInitialFilterLogs() throw Exception, schedule is Cancelled on reinstallFilter. #1993

My temporary modification plan

filter add subscriber::onError.
when org.web3j.protocol.core.filters.Filter#run call by reinstallFilter(). call subscriber::onError.
Use layers subscribe (throwable), on error resubscribe
