Announcement: Read this before create new issue

1. XXXX does not work isn't understandable.
2. Minimal configuration is needed that based on this
   • You can debug the minimal configuration via nvim -u /path/to/your/minimal/config
3. Sorry if there is a problem. This is a hobby project, so please help me.
4. If no reproducible configuration and no information is provided, close the issue.

For better visibility, it'd be nice to put these in .github/ISSUE_TEMPLATE.

A yaml issue template allows for fields and validations. Which means it's possible to make some information unskippable.

How can the template actually be used? When opening a new issue the default field shows up

Edit: the form shows up when creating an issure from the issue page. From some other obscure place it opens a blank issue.
