What is the motivation for adding/enhancing this feature?

enumTypeId: INV_FILTER_PRM_TYPE
enumCode: brokerIfAllItemsAvailable
description: Broker only if all ship group items are available (either at a single location or across multiple locations)
This option to will accept boolean as its value. For UI we can have a toggle option that will enable or disable this feature.
What are the acceptance criteria?
