UCUM is used as a value set in eHDSI (original UCUM codes). I think it's been done already.
UCUM is provided as a code system in EMA SPOR with numeric RMS codes. I have created a code system / value set of that already in R4B IG, maybe it helps: https://github.com/hl7-eu/unicom-ig/tree/mpd-r4b/input/fsh/codesystems

We need concept map between the two value sets (mapping available in SPOR, surprises may occur).

Please document feedback to EMA or eHDSI if you see anything interesting.
