Additional Clarification for artifact-date (or remove requirement)

This element refers to the date the artifact was last “significantly changed.” In the context of a MedicationStatement, does this mean the date the medication was last reported? If there’s no difference between reports of the same medication, would this statement still count as significantly changed?

The definition might not be entirely clear or consistent across implementations and could potentially overlap with how MedicationStatement.dateAsserted is used. It might be worth reconsidering the need to require support for this extension.
