It seems that the y-axis input is inverted, at least on Internet Explorer 11. Tested on both Windows Phone 8.1 and Surface 2 with Star Fox Zero. In horizontal orientation, the reticle moves left and right as the device is rotated left and right with the device, but when the device is tilted up and down, the reticle moves in the opposite direction.
