Low priority: update the versions of the dependencies in requirements.txt. Some of them have gotten useful updates (such as pyBigWig: more recent versions don't need curl-config to be in the $PATH, which makes installation easier on clean-slate VMs.

Also, the server is kind of broken right now because it imports FASTA tileset information from clodius but clodius is not updated to v0.17.0.
