The SNAMUTS (Spatial Network Analysis for Multimodal Transport Systems) indicators provide a sophisticated and establshed set of urban transport planning related indicators.

We have been discussing and working with Dr Jan Scheurer to scope the feasibility of their inclusion, or a version, in the GHSCI software framework. This could make it more accessible for others to implement the SNAMUTS indicators, and support their potential later inclusion for cities in the Global Observatory of Healthy and Sustainable Cities.

This is a medium term project, but updates related to this will be tagged under this issue.

Also moved the _utils.prepare_phrases() function to within the region object so it can be more easily run in conjunction with a region object, e.g. for later plot generation in alternative languages independent of report generation; relates partially to #367 (will make region plot dev work a bit easier in long run). Also refactored ghsci.Region._region_dictionary_setup to simplify function to pass flake8 commit pre-hooks.
